The 2013 budget plan proposed by the Obama administration calls for a rise in passenger security fees at airlines, with a goal of collecting as much as $25.5 billion in additional passenger fees over the next 10 years. Airlines have expressed disapproval at the proposed fee increase, citing possible job cuts. SEMA SETS JULY 13th AS “COLLECTOR CAR APPRECIATION DAY”Annual Event Acknowledges Importance of Collection and Restoration of Classic Cars

Washington, D.C. (January 9, 2012) - The Specialty Equipment Market Association (SEMA) and its Automotive Restoration Market Organization (ARMO) and Hot Rod Industry Alliance (HRIA) Councils this year announced July 13, 2012 as “Collector Car Appreciation Day.” The date marks the third commemoration in what has become an annual event to raise awareness of the vital role automotive restoration and collection plays in American society. SEMA and its councils are again working to secure a Congressional resolution to recognize the day’s significance. The industry endeavors to preserve our nation’s automotive heritage while providing well-paying, high-skilled jobs nationwide. Collector Car Appreciation Day is a singular tribute to the collector car industry and the millions of hobbyists it supports.

“In the previous two years, the U.S. Senate helped launch national Collector Car Appreciation Day by passing resolutions at our request,” said SEMA Vice President of Government Affairs Steve McDonald. “As a result, thousands of Americans have gathered at car cruises, parades and other events to celebrate our nation’s automotive heritage. By taking part in these events around the country, these automotive enthusiasts and related businesses ensured that their passion was honored and recognized.”

The previous resolutions were sponsored by Congressional Automotive Performance and Motorsports Caucus members Senator Jon Tester (D-MT) and Senator Richard Burr (R-NC). Senators Tester and Burr have been strong advocates for the automotive hobby in Washington, and the resolution reaffirmed their understanding of the cultural importance of collector cars. The Caucus is an informal, non-partisan group that pays tribute to America’s ever growing love affair with the car and motorsports. The Caucus recognizes the integral role collector cars have played in fostering our nation’s appreciation for the automobile’s unique historical place in our history.

“On July 13, 2012, collectors and enthusiasts will host hundreds of events across the country,” said Laura Bergan, Chairman of SEMA’s Automotive Restoration Market Organization (ARMO) Council. “We will again proudly partner with individuals, car clubs and businesses as they organize car cruises, club gatherings and other educational events to celebrate the day.”

SEMA will maintain and publicize a list of scheduled events to commemorate America’s time-tested love affair with the automobile. Cessna Adds Inspections For Aging Aircraft

Cessna has launched an initiative to educate owners about new required inspections for the 145,000 single-engine aircraft in the 100- and 200-series that were built between 1946 and 1986. The supplemental procedures will be added into the service manuals this month for aircraft in the 100 series and in April for the 200 series. The added inspections mainly require checks of areas where corrosion and fatigue damage can occur. "The new inspection requirements we've developed are very simple, and are based on visual inspection that can be done quickly by a trained inspector during an annual inspection," said Beth Gamble, Cessna's principal engineer for airframe structures.

"Corrosion and fatigue are inevitable," Gamble said, "but with early detection and proper maintenance, severity and effects can be minimized." Cessna has published a PowerPoint presentation -- download the .ZIP file here -- and a short video to provide more details about the process for owners. The older Cessnas may be gaining popularity soon if a proposal by AOPA and EAA makes headway. The groups plan to ask the FAA to allow pilots to fly many of the older airplanes, if they have fixed gear and 180 hp or less, without a 3rd class medical.

As many of you know, our roots run deep in insurance and before that, the real backbone of our civilization, family business. Our son, Zach, joined our agency in January 2011. He graduated from Iowa State with an Art degree and had gone back for a 2nd degree. Right after the January semester started, he hit a brick wall, figuratively speaking, and decided he was done with his college career….so he needed a job with us until he could find something he really wanted to do.

Sometime, in the Spring, he said, ”you know, it’s really not that bad working for you.” Duh, I thought and a lot of mental mumbling that I won’t share with you here.

Now that the leaves have fallen and snow is breathing down upon us, I think it is time to announce he is staying and has found his place in our agency. Actually, since the day he started, he has been exerting his influence and his personality. For this Generation, some of it is even good. Stay tuned for his art work and how we have updated our image and marketing at almost every level.

The Snap! meets or exceeds FAA Part 23 acrobatic standards, including +6 / -3 wing loading.

The Snap! will also appear at several IAC sanctioned competitive events during the year. The first production aircraft for the American market will be available early in 2012. The Snap! is planned to be certifiable as experimental-exhibition (E-E), production light sport (S-LSA) or experimental light sport (E-LSA).
The Snap! is designed to compete. Professional flight testing is underway, to document optimum entry speeds and energy management procedures appropriate to each aerobatic manuever. Testing and documentation for certification of the Snap! under ASTM Light Sport Aircraft standards is also underway. This is the first purpose-designed aerobatic aircraft to incorporate innovative hardware and methods learned from light sport aircraft, at significantly lower first cost and operating cost compared to other aerobats.

Iowa airport receives $1.2 million grant for land purchase

The Ankeny Regional Airport in Iowa received a U.S. Department of Transportation grant to help purchase land for a runway clearance. The airport received a grant for $1.2 million toward the $1.7 million purchase of land. The airport authority closed on the purchase for the 24.5 acres last week. Over the weekend there was a garage sale of Harley parts and I saw a pair of road king air shocks....I know, air shocks? But they were cheap and I have been reading that they really help the ride when two up....

Anyway, bought the valves and lines from the dealer and installed them on the Sportster last night. Took about a two hours and that included running to the hardware store for extra washers.

Haven't put two people on it yet. Yes, it did raise it up a bit empty and it rides nice with one.

Nice easy upgrade and pretty affordable...

Tennessee Bill to Exempt Certain Older Vehicles From Emissions Tests Signed Into Law Specialty Equipment Market Association: "SEMA-supported legislation to exempt vehicles more than 25 years old from the state’s annual emissions inspection and maintenance program was signed into law by Tennessee Governor Bill Haslam. To qualify for the exemption, these vehicles must be registered as “antique motor vehicles.” Antique vehicles are defined as more than 25 years old with a non-modified engine and body that is used for club activities, exhibits, tours, parades and similar uses as a collector's item; on the highways for the purpose of selling, testing the operation of or obtaining repairs or maintenance; and for general transportation on Saturday and Sunday.

Previous law in Tennessee only exempted vehicles manufactured before the ’75 model year from emissions inspection. The new law provides for a rolling emissions inspection exemption that would exempt qualifying antique vehicles upon enactment and would pick up an additional model year for each year the law is in effect. March 5, Jonathan Trappe, like some sort of aerial Willy Wonka, has again taken to the sky in a unique aircraft (this time for a National Geographic special) -- a likeness of the cartoon house from the Disney Pixar movie "Up." "It is certainly the strangest aircraft I have flown," Trappe told AVweb Friday. "But, more than that, it may be one of the strangest aircraft to have ever flown." The roughly 4,400-pound aircraft flew under 282 eight-foot-diameter (at ground level) helium-filled balloons. Trappe says he calculated gross lift for the craft at close to 5,400 pounds. The "house" took off from a private ranch east of Los Angeles, flew for one hour and ten minutes, reached an altitude of 10,500 MSL, and due to variable winds, landed about 10 miles from where it started. Of course, Trappe envisions grander possibilities. The aircraft was very well-equipped, Trappe said, adding "This had the capability to fly across the country on a multi-day flight."

When Trappe flew from AirVenture Oshkosh in 2010 -- click for video -- he and his minimalist rig (basically a paragliding harness and eight bags of ballast) were suspended under 50 balloons. This time, he carried 68 bags of ballast worth about 1,700 pounds, a co-pilot, plus batteries, a Mode-S transponder, radios, rigging and even life vests. Hence, the 282 balloons and roughly 83,000 cubic feet of helium. The National Geographic special called "How Hard Can It Be?" suggests the project was completed, start to finish, in two weeks, which is true if you ignore the planning Trappe began in June of last year. The mission was to prove it could be done and that became crystal-clear at 10,500 feet, so Trappe and his co-pilot came back down. Trappe says the flight from Brian Ranch (CL13) first encountered winds from the south, then from the east, then west. The house landed 10 miles total east of where it launched near western Mojave. The area is well-suited for experimental flight and, as Trappe said, "We're a little more experimental than most."

After months of debate, the U.S. House of Representatives has approved legislation removing the costly 1099 reporting requirement from the health care law passed last year. H.R. 4, the “Small Business Paperwork Mandate Elimination Act,” was adopted after SEMA and other small business organizations advocated strongly on behalf of the provision. The legislation will now be sent to the Senate for action.

Under this legislation, businesses will no longer be required to issue 1099 forms to all vendors from whom they buy more than $600 worth of goods or services in any year, beginning in 2012. The provision has garnered widespread opposition on Capitol Hill, and President Obama called for its repeal during his State of the Union address. The requirement was intended to prompt vendors receiving 1099 forms to declare and pay taxes on the income. SEMA was a leader among small business organizations in supporting the repeal and was invited to participate in a press conference with the bill’s original sponsor, Rep. Dan Lungren (R-CA) urging support for the legislation.

As Congress continues the lengthy debate to repeal the costly 1099 reporting requirement included in last year’s health care law, SEMA is again pushing for immediate action. SEMA President and CEO Christopher Kersting sent a letter to the House Ways and Means Committee requesting immediate consideration of proposed repeal legislation. The Committee has since approved a repeal bill (HR 4) and a funding mechanism (HR 748), sending the important bill to the House floor for a vote. The Senate has already approved a repeal measure.

Unless the law is repealed, businesses will be required to issue 1099 forms to all vendors from whom they buy more than $600 worth of goods or services in any year, beginning in 2012. The provision has garnered widespread opposition on Capitol Hill, and President Obama called for its repeal during his State of the Union address. The only obstacle to eliminating the provision has been finding an offset to recoup lost revenues. The requirement was intended to prompt vendors receiving 1099 forms to declare and pay taxes on the income. SEMA contends that it will fail to collect much under-reported income, but it will succeed in punishing small-business taxpayers that already comply with U.S. tax law.

Senate Committee Proposes 65 Percent Fuel-Tax Hike

The Senate finance committee approved a plan to hike the taxes on general aviation jet fuel by 65 percent, from 21.8 cents per gallon to 35.9 cents, The Hill reported on Tuesday. The change would raise $400 million per year, which the committee says will help fund NextGen, the FAA's plan to modernize the air traffic control system. The committee also approved a surcharge of 14.1 cents per gallon on jet fuel used by fractional aircraft. Fuel taxes have been supported as a better option than user fees by most aviation advocacy groups. "In the last two Congresses, AOPA and its members agreed to 25 percent and 65 percent increases on aviation gasoline and non-commercial jet fuel, respectively," AOPA noted on Tuesday. "Our position really has not changed," AOPA spokesman Chris Dancy told AVweb. "In 2007 and again in 2009, we and our members agreed to higher fuel excise taxes as a way to fund the FAA and NextGen in lieu of user fees."

NBAA agreed that the committee's plan is acceptable. "The business aviation community has long said that the best way for companies that rely on general aviation to help fund aviation system modernization is by building upon the proven and efficient general aviation fuel tax," NBAA said in an e-mail to AVweb. "The bill approved by the Finance Committee today mirrors previous Congressional FAA reauthorization proposals supported by NBAA and the rest of the general aviation community, in that it makes adjustments to the fuel tax in lieu of new user fees for general aviation. The revenues raised through the fuel-tax increase will go to funding aviation system modernization; we welcome this legislation, and look forward to working with its supporters in Congress to ensure its final passage." The full Senate is expected to continue its work on the FAA bill over the next week or so. The House Aviation Subcommittee also is holding hearings this week to hear from government officials and advocacy groups about FAA funding. After both the House and Senate have completed their bills, a final bill will be worked out. The current funding bill has been extended 17 times, and may have to be extended at least once more before a final bill is worked out, with a term of two to four years.

As many of you know, I am a fan of many kit planes and the Glasair Aircraft (Sportsman, Glastar, Glasair) is one. This is just one more great product added to their line.

Glasair has added an amphibious version of the Sportsman 2+2 to its "Two Weeks to Taxi" program, which provides builders with two weeks of support at the Arlington, Wash., factory. The company is offering an introductory price of $199,000. The Sportsman is "a go-anywhere, do-anything airplane, and it's fun to fly," says company president Mikael Via. Two kids can ride in back, or the seats can be quickly removed and provide a roomy space for camping gear, golf clubs or fishing equipment. The amphibious version provides more options for backcountry excursions. The amphib has a useful load of 950 pounds, a cruise speed of 110 knots, and a 600-mile range.

Glasair's two-week builder-assist program provides a step-by-step building program. Customers get access to the company's tools and expertise to accelerate build time significantly, "without violating the spirit or intent of the 51-percent rule," according to Glasair. Owners can choose from a variety of instruments, avionics, engines and propellers. In his 2011 State of the Union Address, President Obama called for repeal of the 1099 reporting requirement included in last year’s health care legislation. SEMA has steadfastly opposed the burdensome rule that will require businesses to issue 1099 reporting forms to all vendors from whom they buy more than $600 of goods or services in any year, beginning in 2012. Last year, SEMA joined with a number of other business groups in an effort to repeal the measure. However, lawmakers were unable to agree on how to fund the lost revenues.

SEMA President Chris Kersting said, “SEMA is pleased that President Obama has responded to one of many critical issues facing small businesses by supporting the repeal of the 1099 reporting requirement. By acknowledging the need to remove this unnecessary burden on small businesses, the President has cleared the way for swift legislative action. SEMA urges Congress to act on the President’s request without delay.”

The “Small Business Paperwork Mandate Elimination Act” has been introduced in the new Congress to remove the burdensome rule. Many members of Congress have signed on as co-sponsors. Collector Car Appreciation Day

SEMA and its Automotive Restoration Market Organization (ARMO) and Hot Rod Industry Alliance (HRIA) councils announced July 8, 2011, as “Collector Car Appreciation Day.” The date marks the second commemoration in what will become an annual event to raise awareness of the vital role automotive restoration and collection plays in American society. SEMA and its councils are now working to secure a congressional resolution to recognize the day’s significance.

“Last year, the United States Senate helped launch the first national Collector Car Appreciation Day by passing Senate Resolution 513 at our request,” said SEMA Vice President of Government Affairs Steve McDonald. “As a result, thousands of Americans gathered at car cruises, parades and other events to celebrate our nation’s automotive heritage. As we move forward, SEMA’s commitment to preserving and promoting the automotive restoration industry through its projects and programs is evident in this special day.”

S. Res. 513 was sponsored by Congressional Automotive Performance and Motorsports Caucus members Senator Jon Tester (D-MT) and Senator Richard Burr (R-NC). Non automatic renewals for Aviation policies....

At this time none of the aviation companies offer automatic renewals on any aviation policies.

One biggest reason is there is not a standard recording system for pilots. Automotive insurance is not generally based on how may hours you drive the car, but on your driving record (which is recorded and accessible through a motor vehicle record search).

Aviation requires updates of how many hours you fly and if you have had any accidents and violations. Since there is not a central location to gather that information for all pilots, they do not automatically renew. The insured has to provide the updated information every year. It is a very labor intensive process from our end and kind of a pain for the insured...

As the Transportation Security Administration's deployment of backscatter X-ray machines at airports draws increasing public resistance, four University of California researchers say the ionizing radiation used in these devices pose serious health concerns. In early April of 2010, the researchers—all medical and biology specialists— wrote the White House's science and technology assistant, John Holdren, expressing "urgent" concerns about the safety of so-called Advanced Imaging Technology. TSA has claimed that the scanners expose passengers to less than the equivalent of a chest X-ray, but the researchers say this claim is misleading because of the way backscatter X-rays work.

In a detailed paper submitted to the White House, the researchers identified a number of red flags associated with the use of this technology. Specifically, even though the backscatter machines operate at low beam powers, the majority of their radiation is directed at the skin and underlying tissue, not the entire body. The report says because the X-ray energy is not absorbed by the entire body, the skin dosage may be dangerously high in localized areas, exposure that's very different than a chest X-ray. Furthermore, they say no independent data exists on the safety of routine use of backscatter machines. The TSA appears to have accepted data from the manufacturers, without benefit of conducting independent risk assessment buttressed by peer-reviewed data.

The researchers' report indentified several categories of at-risk passengers, including people over 65, women who may be sensitive to mutagenesis provoking radiation, a breast cancer risk and immunocompromised individuals. The scientists urged the administration to assemble an independent panel to evaluate the scanner risk, but thus far, this hasn't been done, although TSA did engage Johns Hopkins University of Applied Physics Laboratory to perform an engineering assessment. The university claimed the radiation exposure is within safe limits published by the American National Standards Institute. Similarly, it posted a statement from the American College of Radiology claiming that the backscatter machines represent less radiation risk than the flight itself. Neither of those reports addresses the researchers' point about concentration of radiation on the skin.At least two airline unions aren't buying TSA's assurances. The U.S. Airline Pilots Association and the Allied Pilots Association are advising their members to avoid the scanners.

Security Goes Down Under

Private aviation is looking better all the time, especially for those who like to travel in comfortable clothes. Separate reports from different parts of the country suggest the TSA is ready to get down and dirty in the name of security and is conducting full-contact pat-downs of passengers' genitals and buttocks. Owen JJ Stone, a radio personality known as Ohdoctah, appeared on the Alex Jones talk show in Austin, Texas, Tuesday and said a TSA airport screener put his hand inside his sweat pants and ran it around the full circumference of his body, pausing at everything along the way. Meanwhile, in Orlando, a Missouri man wearing shorts had a similar experience. Stone said he was told it was a new rule that applied to those wearing baggy clothing. At many airports, the alternative is a full body scan, which is supposed to take a "for their eyes only" peek under the clothing of those who get the extra security treatment. Well, apparently some of those machines have hard drives that will save at least 35,000 images, as recent visitors to the federal courthouse in Orlando are discovering.

For whatever reason, U.S. Marshals saved the images, and they were available to Gizmodo via a freedom of information request. The images are remarkably low-resolution but they were nevertheless retained despite assurances by security officials that there is no way for the machines to store or transmit the pictures and that they are deleted as soon as the subject has been cleared.
